History of Thimbirigasyaya Divisional Secretariat
The Divisional Secretariat Thimbirigasyaya was established on 3rd March 1999, in keeping with the government policy of decentralization and providing a better service to the increasing population. Before 1999, the whole of the Colombo Municipal Council area was regarded as only one Administrative Division i.e Colombo Division and it was headed by Divisional Secretary,Colombo. Later, this Division was divided into two Divisions namely, Colombo and Thimbirigasyaya. The land area of the Thimbirigasyaya Divisional Secretariat is 22 square kilometers. This land areas is sub-divided in to 20 Grama Niladhari Divisions.The population of the area is 235,986. The population is a multi-ethnic, multi-linguistic,multi-religious nature. Population density is 10726 per square kilometer. Most of the prestige Schools, Maternity Hospitals, Government Ministries and Departments, important Institutions and traditionally important places like Museum, Colombo Municipal Council and Independant Square also situated in this Divisional Secretariat. The Divisional Secretariat has to carter for nearly 1000 customers who come for the services such as obtaining birth/marriage/death certificates, amendments of certificates, for pension payments, obtaining certification for National Identity Cards, authentication of Grama Niladhari certificates, for various licenses. Samurdhi benefits, to obtain social services such as aid for sicknesses and grant for elderly people, senior citizens identity cards, etc.

Thimbirigasyaya Division
It covers an area of approximately 22 square kilometers (22 Km2), bordered by the Divisional Secretariat (Colombo) on the North, the Dutch Canal (Dehiwala Canal) on the South, the Divisional Secretariat (Sri Jayawardenapura Kotte) and the Divisional Secretariat (Kolannawa) on the East, and Marine Drive on the West. The total population is 236,839 (2012 - estimated).
Thimbirigasyaya Divisional Secretariat consists of 03 Main Electorates namely Colombo East, Colombo West and Borella.This is divided into 20 Main Grama Niladhari Divisions and these are: Kuruduwatta, Kuppiyawatta East, Kuppiyawatta West, Borella North, Borella South, Wanathamulla, Dematagoda, Kollupitiya, Bambalapitiya, Milagiriya, Havelock-Town, Wellawatte South, Wellawatte North, Thimbirigasyaya , Kirula, Kirulapone, Narahenpita, Gothamipura, Pamankada East, and Pamankada West.
There are two Samurdhi Divisions as well as two Zonal Education Offices located at Borella and Colombo South. There are 03 divisions of Medical Officer of Health, in Colombo East (Head Office - Kirulapone), Colombo West (Head Office - Wellawatte) and Borella (Head Office - Borella).
Thimbirigasyaya Divisional Secretariat consists of 08 Postal Divisions and can be divided as follows. Colombo 03 - Kollupitiya, Colombo 04 - Bambalapitiya, Colombo 05 - Havelock-Town, Narahenpita, Thimbirigasyaya, Colombo 06 - Wellawatte, Kirulapone, Pamankada, Colombo 07 - Cinnamon Gardens, Colombo 08 - Borella, Colombo 09 - Dematagoda, Colombo 10 - Maradana, Punchi Borella.
